I have the honour to inform you that
consideration has recently been given to the salary scales

of European sergeants and lance sergeants in the Hong Kong
Police Force. I enclose a copy of a petition which has
been received from certain members of the Hong Kong Police
Force. I am satisfied that there is substance in the
representations made in the petition and that some
adjustment in the prospects of these officers is desirable.
It will be seen that the principal grievance of
the petitioners is the long delay in promotion from lance sergeant to sergeant. A comparison of the prospects of
these men with those of officers of a similar grade in
other departments indicates that this complaint is well founded, and, in view of the long period which the normal lance sergeant has had to spend in the past on his maximum
salary, I consider it both equitable and expedient that

a through scale for the two ranks should be introduced.
Lance sergeants are at present on the scale £190 to £240 by £10 annually, and sergeants on the scale £260
to £350 by two annual increments of £20 and five of £10.
I propose to substitute for these two scales a
comprehensive through scale of £190 to £350 by five annual
increments of £10, one of £30, five of £10 and two of £15,
